今日は、ジャパンタイムズの記事からの出題です。麻生総理が昨日、温室効果ガスの中期削減目標を発表したことに関連する記事を題材に取り上げました。

Japan will try to cut greenhouse gas emissions (1)------- 15% from 2005 levels as its midterm target for 2020, Prime Minister Taro Aso announced Wednesday, claiming the goal is bolder than those put forward by Europe and the U.S.

The government had (2)------- aimed for a 14% cut, but Aso added a percentage point after Environment Minister Tetsuo Saito pushed for a more aggressive target.

(3)------- Saito urged Aso to aim for a 21% to 30% cut from 2005 levels, Minister of Economy, Trade and Industry Toshihiro Nikai argued that the government should set the target with caution, taking into consideration the financial burden on the nation.

「麻生総理は、温室効果ガスの2020年までの中期削減目標として、2005年比で15%削減すると水曜日に発表した」が文意ですから、(1)の正解は、(D)byですね。「2%増」なら、increase by 2%です。これ以外に、sales have exceeded (expectations) by 2%(売上は予想を2%超えた)と、expectationsを問うパターンで出題されたこともある要注意表現です。押さえておきましょう。

(2)は品詞を問う問題で、正解は(B)のoriginallyです。「元々は14%削減を目標にしていた」という意味で、動詞のaimedを修飾する副詞が入ります。

(3)は、文の流れを見ると、「斉藤環境相は2015年比で21-30%削減するよう総理に迫ったが、二階経産相は、国の経済的負担を考えて慎重に目標を設定すべきだと主張した」って意味ですよね。ということで、ここに入るのは文意に合う(A)whileだと分かります。「Aは~したが、一方Bは~した」って意味ですね。「with caution」のcautionの用法も出たことがあるので注意してください。

こうして見ても、英字新聞はTOEIC頻出表現の宝庫ですね。知識も身に着きますし、興味の持てる記事を継続的に読むと力が付きますね。

あ、書くのを忘れましたが、(1)・(3)は昨年9月に出題されました。覚えておいてください。
